Is filming inside temples legal in India? There’s no single national law, and no blanket ban. What exists is a patchwork of temple rules, state worship laws, Archaeological Survey of India (ASI) policies and High Court orders. In practice, many major temples now prohibit filming, and the biggest change comes from Tamil Nadu, where mobile phones are barred in major temples from 1 September 2026.

Is Filming Inside Temples Legal in India

How the Rules Layer Up

  • Temple rules: Each temple or board can set its own photography and phone policy.
  • State law and courts: High Courts in Madras and Kerala have backed restrictions, citing state temple entry and worship acts.
  • ASI monuments: Photography is generally allowed, with exceptions, but commercial shoots need permission.
  • Inner sanctums: Off-limits at many major temples, such as Kashi Vishwanath, Padmanabhaswamy, Tirupati and Jagannath Puri, according to one travel guide.
  • Consequences: Removal, confiscation and, in some Kerala cases, police cases for breaching court orders.

Tamil Nadu: A Statewide Phone Ban

The Hindu Religious and Charitable Endowments (HR&CE) Department announced that from 1 September 2026, mobile phones will be banned in all major Tamil Nadu temples. The aim is to stop photography and videography of deities and sanctums, selfies and reels.

Key details reported:

  • Nobody may take photos, shoot videos of idols or make reels in temple premises.
  • The order covers VIPs and film stars too.
  • Cloakrooms at temple entrances will hold phones for ₹5 each.
  • Temples must display notices at entrances and announce the restriction.
  • Temple administrations were given 20 days to set up deposit facilities.

The department’s circular is based on a December 2022 Madras High Court order in M. Seetharaman v. Commissioner, HR&CE. The court ordered a ban on mobile phones in temples, noting that photography inside temples was contrary to Agama rules. It cited Section 4 of the Tamil Nadu Temple Entry Authorisation Act, 1947, which lets temple authorities make rules for maintenance, and pointed to Guruvayur and Meenakshi temples as examples of existing restrictions.

Before the new ban, practice varied. Palani had a strict phone ban, while Srirangam allowed phones but restricted photography.

Kerala: Court Orders Temple by Temple

The Kerala High Court has issued detailed orders.

  • Guruvayur: The court directed the temple administration not to permit videography in the nadapanthal, except for weddings and other religious ceremonies. The order came after videos of a woman cutting a birthday cake and quarrelling with devotees circulated.
  • Police cases: Guruvayur police registered cases against BJP leader Rajeev Chandrasekhar (April 2025) for allegedly filming near the lamp post, and against artist Jasna Saleem, charged under BNS Section 192 for allegedly attempting to incite unrest. These are allegations at the case stage.
  • Sabarimala: In 2025, the court expanded restrictions on photography and videography. An existing order prohibits photography and videography above Pathinettampadi by any agency, and the court barred helicams, noting the area is a Special Security Zone under Section 82(1) of the Kerala Police Act.
  • Film shoots: The court barred commercial film shooting inside the Sree Poornathrayeesa temple in Tripunithura, overturning the Cochin Devaswom Board’s permission.
  • Thekkinkad: A 2024 order noted photography isn’t permitted inside, apart from marriages, and directed facilities for depositing phones.

ASI-Protected Temples

Temples that are protected monuments follow ASI rules, which differ from temple trust rules.

  • Photography is generally allowed in centrally protected monuments. ASI relaxed a ban after the Prime Minister questioned “photography prohibited” boards, except at Ajanta Caves, Leh Palace and the Taj Mahal mausoleum.
  • Commercial or professional shoots such as advertising, music videos and films need advance written ASI permission and a higher fee.
  • Tripods need an extra ticket at major sites, and selfie sticks are banned at several monuments.
  • Drones need district magistrate permission, plus ASI permission to fly over a protected monument.
  • The Orissa High Court upheld ASI’s licence requirement for photographers and guides at Konark Sun Temple.

Even at ASI sites, an active temple’s own rules apply to its sanctum.

Reels, Vlogs and Content Creation

Temples have been the main target of recent restrictions on reels. In October 2024, the Madras High Court asked HR&CE to take action against a trustee and employees who allegedly shot an Instagram reel inside a temple. The Tamil Nadu ban is aimed at exactly that behaviour.

If you create content:

  • Check the temple’s current photography and phone policy before you go.
  • Don’t film the deity, the sanctum or other devotees without permission.
  • Seek written permission for any shoot beyond personal use.
  • Never film rituals where recording is barred.
  • Posting content that offends religious sentiments can attract separate legal consequences under IT rules.

Weddings and Pre-Wedding Shoots

Rules for wedding photography vary. Guruvayur allows videography for weddings and religious ceremonies in the nadapanthal. Udupi’s Paryaya Puttige Math banned pre- and post-wedding photoshoots in the Rathabeedi (car street) around the Krishna temple in 2025, saying early morning shoots had led to inappropriate behaviour and disrupted the spiritual environment. Always ask the temple office before booking a photographer.

What Happens If You Break the Rules

Penalties depend on the temple and state:

  • Staff can ask you to delete footage, hand over your phone or leave.
  • A breach of a court order can lead to police cases, as at Guruvayur.
  • Temple trusts can file complaints, and courts can direct action against employees and trustees.
  • Commercial shoots without ASI permission at protected monuments risk enforcement action.

FAQs

Q1. Is it a crime to film inside a temple?

Not under a single national law. Temple rules, state worship acts and High Court orders govern it, and breaching them can bring removal or police cases, as seen at Guruvayur.

Q2. Can I carry my phone into a Tamil Nadu temple?

From 1 September 2026, major Tamil Nadu temples bar phones, with cloakrooms at the entrance reportedly charging ₹5 per phone. Rules also apply to VIPs and film stars.

Q3. Is photography allowed at ASI-protected temples?

Generally yes since ASI relaxed its rules, except places like Ajanta Caves, Leh Palace and the Taj mausoleum. Commercial shoots need written ASI permission, and individual temples may still restrict inner sanctums.

Q4. Can I do a pre-wedding shoot at a temple?

Only if the temple permits it. Udupi’s Krishna Math banned pre- and post-wedding photoshoots in its car street in 2025, and commercial shoots at ASI sites need permission.
